§ Mr. R. CarrI shall consider this matter in the light of a report on the treatment of young adult offenders which has recently been submitted to me by the Advisory Council on the Penal System. I should like to take this opportunity to record my gratitude to the council for the hard work and careful thought which it has devoted to this comprehensive review. The report will be published early next year.
