Walker-Smithasked the Secretary of State for the Environment whether he is aware of the difficulty experienced by some local authorities in obtaining for their refuse vehicles drivers with the requisite heavy goods vehicle licence; and if he will view the situation in order to modify those requirements so far as is necessary to ease the difficulties.
