30. Mr. Denzil Davies

asked the Secretary of State for the Environment what is his estimate of the increase of the average rate burden over the Dyfed County area for the year 1974–75 as a result of the formula proposed under the new grant arrangements.

32. Mr. Alec Jones

asked the Secretary of State for the Environment what estimate he has made of the effect that the new rate support grant structure will have on Wales as a whole and on mid-Glamorgan during the year 1974–75.

My right hon. and learned Friend has not yet announced his decisions on the grant distribution arrangements for 1974–75. Rate burdens in particular areas will depend not only on the grant receivable, but also on the decisions which the new authorities will be taking about their expenditure next year, bearing in mind that they will no longer be responsible for sewerage or local health services, and the new 90 per cent. grants for awards to students.

31. Mr. Elystan Morgan

asked the Secretary of State for the Environment if he will publish a White Paper to explain the likely effects of the changes in rate support grants upon local government in Wales.
