HC Deb 25 October 1972 vol 843 c320W
Captain Orr

asked the Secretary of State for Northern Ireland what changes have been made in the draft Planning (NI) Order, 1972, since it was first published; and at whose instigation.

Mr. David Howell

Apart from some drafting and printing corrections two significant changes were made.

Article 14(2) originally provided for the Ministry of Development to have discretionary power to make regulations requiring the Ministry to consult the appropriate district council before granting or refusing planning permission for any development. At the instigation of the Northern Ireland Advisory Commission the Article was amended to make this requirement mandatory.

A new article, now numbered 105, provides power for the Minister to appoint advisory bodies or committees to assist the Ministry in connection with any of the functions conferred on the Ministry in order. This change was made at the instigation of the Ministry of Development.
