§ Mr. Joseph GodberOn 19th August formal protests were made to the Libyan Authorities here and in Tripoli. I reinforced these with a personal message to the Libyan Foreign Minister. The Libyan Ambassador expressed his personal regret, but no formal apology or offer of compensation has been received.
