§ Mr. NobleI consider that the arguments which led me to decide that this report should not be published apply with equal force to the furnishing of copies on request to individual hon. Members or members of the public. These arguments are that it would be improper to give any public currency to a report containing reflections on individuals. after the conclusion of criminal proceedings in which allegations against those individuals have not been proved or have been withdrawn.
