With regard to an individual not normally resident in the United Kingdom who seeks entry with expectation of residence, what minimum amount in contribution to any national fund is required before any payment can be made from any statutory or welfare fund.

§ THE MINISTER OF STATE, DEPARTMENT OF HEALTH AND SOCIAL SECURITY (LORD ABERDARE)A person expecting to reside here would have to pay the same contributions as a person already residing here to qualify for benefits from the National Insurance Fund, unless periods of social insurance in other countries could be taken into account under reciprocal agreements. The amount and number of the contributions required would vary according to the type of benefit claimed and the status of the claimant as an employed, self-employed or non-employed person.
