asked Her Majesty's Government:

What is the meaning of the phrase "certain difficulties in the social situation" which is part of the Joint Declaration on the Free Movement of Workers.


The nature of any possible social difficulties which might arise in one or more Member States was not specified when the Joint Declaration (which was made at the suggestion of the Community) was agreed. The Declaration makes it clear, however, that any such difficulties should be resolved in accordance with the provisions of the Community Treaties and the relevant subordinate legislation.
