§ Mr. Graham PageUnder the present rate support grant system my right hon. Friend is required to forecast the total relevant expenditure of all local authorities in England and Wales, but not to forecast separately for any particular authority or class of authorities. We are still considering with the local authorities associations possible changes to the grant system in 1974, but there is no proposal to alter the forecasting procedures.
