§ Mr. Dudley SmithNo. When an individual's ability to speak English affects employment prospects, my Department's officers advise him, if appropriate, of local language training facilities. In addition, special language classes have been arranged in areas where there are sufficient numbers of unemployed non-English speaking workers.
