Mr. Ted Fletcher

asked the Secretary of State for the Environment (1) if he will take steps to protect the prospective purchaser of a car which has been written off by an insurance company as a complete loss after an accident, and subsequently repaired;

(2) if he will seek powers to require that a car that has been completely written off by an insurance company has this information stamped on the logbook;

(3) whether he will seek powers to enable him to end the practice indulged in by certain garages which patch up wrecked cars and put them back on the road, even when they have been written off by insurance companies.

Until recently the log books of vehicles on which total loss payments had been made were endorsed to this effect. This scheme had serious disadvantages and has been suspended while alternative arrangements are examined.
