§ Mr. Carter-Jonesasked the Secretary of State for the Environment if he will introduce legislation to give local authorities the power to control or eliminate objectionable odours in urban and residential areas; if he will give powers for local authorities to prosecute where such offences take place; and if he will make a statement.
§ Mr. Graham PageThe Public Health Acts already empower local authorities to require, and the Courts to enforce, the abatement of offensive odours which are a nuisance. I have however recently set up a working party, including representatives from local government and industry, to examine the problem of unpleasant odours and advise on the best practicable means for their minimisation and suppression.
