§ Mrs. ThatcherThe projections of educational expenditure in Cmnd 4829 do not represent an aggregate of forecasts made for individual local authority areas, but rest upon national forecasts of pupil, student and teacher numbers, and cost levels. They cannot therefore meaningfully be used to derive projections of educational expenditure for particular areas, since these would need to take account of all the relevant local factors.
