asked the Minister of Posts and Telecommunications whether he will review the absence of rebate on returned television licences, in view of the injustice to members of Her Majesty's Forces posted overseas during the early portion of a licence.

No. The policy not to grant refunds on television licences has been followed by successive Governments in order to keep the licensing system as simple and cheap as possible.

I understand from my right hon. and noble Friend the Secretary of State for Defence that the disturbance allowance which he makes to married Servicemen when they are posted is intended to compensate for incidental expenditure.
