§ Mr. SharplesI regret that this information is not available. In England and Wales during the first six months of 1971, 41,802 persons were given, and 2,650 refused, a preliminary breath test. During the same period, there were 18,347 prosecutions for driving or attempting to drive with a blood-alcohol concentration above the prescribed limit or for failing to provide a specimen for a laboratory test.
