§ Mr. HigginsThere is no central record of the total number of applications for registration received by Customs and Excise: many are being processed at local 521W VAT offices. However, the number actually registered at 4th December—the latest date for which figures are available—was 205,396. Some 85,000 further applications had also been received at headquarters from local VAT offices and were in the course of formal registration. The total number of persons liable to be registered has been estimated to be some 1½ million.
