asked the Secretary of State for the Environment if, in his forthcoming legislation on water resources, he will ensure that water users are given sufficient independent protection.

Any water legislation which my right hon. and learned Friend introduces will be designed to promote and protect the interests of water users, but we shall be glad to consider any particular aspect which the hon. Member brings to notice.
