§ Mr. EyreNo. Since standard grants are merely for providing basic amenities they can be easily assessed and quickly approved and are given as of right. These distinctive features would be lost if standard grants were extended to repairs and replacements. But necessary works, including electrical rewiring, can qualify for discretionary grant if they are carried out when a house is being modernised.
