§ Sir Clive Bossomasked the Secretary of State for the Environment why there will be a delay of six months following completion of the text of the proposed code of practice relating to the securing of loads on commercial vehicles before printed copies can be available; and whether, in view of the need for this road safety measure, he will arrange for the proposed programme to be accelerated.
