asked the Secretary of State for the Environment if he will list all those benefits in cash or in kind for which his Department is wholly or partly responsible which are subject to a means test, the estimated number of people entitled to them, and the number of people who have claimed their entitlement.

The only benefit of this type for which my Department is wholly or partly responsible is the rate rebate scheme administered by local authorities under the General Rate Act, 1967. During 1970–71 approximately 795,000 successful claims were made under this scheme in England and Wales.
