§ Mr. KershawThe Portuguese Government have expressed to us their184W displeasure at the grant by the Joseph Rowntree Social Services Trust to the Mozambique Institute. We have made it clear that Her Majesety's Government are not empowered to prevent this donation, which was made by a private organisation. This action does not reflect the views or policies of Her Majesty's Government. Her Majesty's Government cannot condone the use of violence to achieve political aims.
