asked Her Majesty's Government:

Whether the 1966 Constitution of Uganda has been ratified by the necessary two-thirds majority, and what United Kingdom financial assistance has been made to Uganda since that Constitution was drawn up.

In regard to the first part of the Question, it would not be appropriate for me to comment on the internal affairs of another independent Commonwealth country.

On the second part, since 1966 the United Kingdom has provided aid to the Government of Uganda as follows:

Uganda also benefits, to an extent which it is not possible to quantify, from the aid made available to the East African Community, amounting in all to £17.5 million over the same period.
