§ 43 and 44. Mrs. Fennerasked the Secretary of State for the Home Department (1) what investigation he has made into conditions at the borstal institution at Rochester; and if he will make a statement;
(2) whether he is aware of the concern expressed in the area regarding the conditions at the borstal institution at Rochester; and what action he will take to improve them.
§ Mr. CarlisleA working party was appointed last year to examine problems of control and treatment at Rochester370W borstal. Its work has led to a significant improvement in the discipline and morale of the establishment. I am sending a copy of its report to my hon. Friend and will place a copy in the Library.
