§ Mr. James Hillasked the Secretary of State for the Environment if he will take steps to correct the discrepancy between council and private landlords, whereby, after modernisation of their properties, the fair rent for private landlords has to be phased over five years; while council landlords are permitted an immediate 12½ per cent. increase in rent.
