§ Mr. CarlisleThe system of control created by the Gaming Act, 1968, gives 321W extensive powers to the Gaming Board, the police and the justices, to exclude undesirable elements from the management or financial control of clubs. My right hon. Friend believes that thus far the new system is working effectively.
