§ Mr. Arthur Lewisasked the Secretary of State for the Environment since there are many owners of vehicles who have not licensed them for some time, and as the road fund licence form is worded who must admit an offence since the expiry of the last licence thus becoming liable to penalties, if, in order to encourage these persons to licence their vehicles, he will give the reasons why he will not seek to provide a two-month moratorium on penalties if a licence is applied for within this period.
§ Mr. PeytonBecause I see no reason to expect that the revenue would benefit, and it would be unfair to those who comply with the law. Anyone who is using a motor vehicle without an excise licence should, in his own as well as the general interest, apply for one without delay.
