§ Mr. Michael HeseltineMy hon. Friend wrote to my hon. Friend about this on 30th June. My hon. Friend has decided that the Plymouth outer ring road will be a trunk road. Consequently the city council's scheme will not proceed and there will be no need for an inquiry on it.
