Mr. Juddasked the Secretary of State for the Environment whether he will make a statement on the specific implications of the Government's policy towards public expenditure by local authorities for the city of Portsmouth in its current services, its current capital expenditure programme, its planned capital expendi- 126W ture programme and its housing programme; and what detailed discussions he has held with the city council about this.
§ Mr. Graham PageThe Government have made provision in the Rate Support Grant Order, 1970 and in their capital spending programmes for the reasonable requirements of local authorities. Portsmouth County Borough Council has asked for a discussion with my Department of problems arising on the allocation of capital expenditure for locally determined schemes, and this is to take place next week.
