§ Mr. AmeryAt present local authorities have complete discretion on rent rebates; and some 60 per cent. of housing authorities in England and Wales operated a rent rebate scheme in March, 1969. Under the reform of housing finance, these schemes will be superseded by a scheme of rent rebates and allowances for tenants of both council and private unfurnished accommodation.
