§ Mr. GodberThe relevant United Nations agencies, principally the Narcotic Drugs Commission, International Narcotics Control Board and the Food and Agriculture Organisation, have, in response to a 1968 United Nations General Assembly Resolution, been developing plans for the termination of illegal and uncontrolled production of narcotic raw materials. The importance of crop substitution is well established as an essential part of the international effort to combat drug abuse.
