asked the Secretary of State for the Environment what advice he has given to local authorities concerning the provisions of the Third Schedule, Part III, paragraph 2, 3(b) of the Local Government Act during the post office industrial dispute.

None. Local authorities are themselves in the best position to decide how to comply with this statutory requirement despite present difficulties.
