Mr. Arthur Lewis

asked the Secretary of State for the Home Department what is the basis upon which Russians are immediately allowed to enter and remain in this country on request; why similar conditions are not permitted for British citizens of the Commonwealth; and whether he will introduce legislation to provide for British Commonwealth citizens to be treated on the same basis.

Applications by foreign nationals and Commonwealth citizens to enter and remain in the United Kingdom are dealt with in accordance with the law and any applicable immigration rules, in the light of all relevant circumstances. As to legislation, I would invite the hon. Member to await the Bill foreshadowed in the Gracious Speech.
