§ Mr. Gordon CampbellThe general duty of local authorities to promote social welfare under Section 12 of the Social Work (Scotland) Act, 1968, includes the provision of services for the disabled, and I expect local authorities to take full account of their needs in drawing up proposals for the development of the social work services.
