§ Mr. Fernyhoughasked the Secretary of State for Foreign and Commonwealth Affairs whether the Government accept resolution No. 468 on the International Year for Action to Combat Racism and Racial Discrimination, 1971, which was adopted by the Consultative Assembly of the Council of Europe on 21st January, 1971; and whether, having ratified the International Convention on the Elimination of all Forms of Racial Discrimination, they are prepared to establish a board or a commission as agreed to in paragraph 8(b) of this resolution.

Her Majesty's Government accept the resolution to which the right hon. Gentleman refers, and joined in the observance of 1971 as the International Year for Racial Harmony. The bodies mentioned in paragraph 8(b) of the resolution were already established in the United Kingdom prior to our ratification of the International Convention on the Elimination of All Forms of Racial Discrimination in March, 1969.
