§ Mr. Martenasked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the agreement with the European Economic Community that only the measures necessary for the establishment and proper functioning of the trade régime will be rendered applicable to the Channel Islands within the framework of Article 227 of the Treaty of Rome, and that all other provisions of the Treaty will be excluded.
