asked the Secretary of State for the Environment what progress has been made on the implementation of the report of the Committee on Highway Maintenance.

The steering committee appointed by the local authority associations, my right hon. Friends the Secretaries of State for Scotland and Wales and myself has now completed the first stage of its review of the Report of the Marshall Committee and has made recommendations about the implementation of its main findings. These recommendations have been accepted and my right hon. Friends and I are in touch with the agent authorities to ensure the earliest possible implementation for trunk roads; and we would like to encourage local authorities to progress as fast as possible towards implementation for their own roads.
