§ Mr. RipponNo decision has yet been reached and we continue to seek arrangements short of full membership which take account of the special circumstances of the islands. When agreement is recorded in the negotiating conference I shall with permission, make a statement to the House, but I see no reason for a further White Paper on this part of the negotiations.
