§ Mr. CarlisleMy right hon. Friend the Home Secretary, if recommended to do so by the Parole Board, may release on licence a person who has completed one-third or twelve months of his sentence whichever is the longer. Regard is paid, among other things, to the nature of the offence, response to prison treatment, prospects on release and the possibility of risk to the public.
