§ Mr. Maurice MacmillanThe calculation was based on assumptions relating to the new policies announced by my right hon. Friend the Secretary of State for the Environment in the House in November and represents the difference between the costs of those policies and the costs assumed by the previous Administration. The details of the new policies are still under discussion with the local authority associations.
