However, the Government announced on 7th August, 1970, that the third and final stage of increases recommended by the N.B.P.I. in its report No. 107 of April 1969 will be implemented on 1st January,

The Government also announced on 7th August implementation on 1st January, 1971, of the third and final stage of increases for senior civil servants recommended in the Ninth Report of the Standing Advisory Committee on the Pay of the Higher Civil Service (presented to the Government in mid-1969). Second stage increases were implemented with effect from 1st July, 1970. The pattern of increases involved is set out below:—

Prior to 1969 the last general pay increase for nationalised industry board members was in April 1964 and for senior civil servants of Deputy Secretary level and above was September 1965. The 97W increases recommended by these, independent, bodies were intended to ensure that the salaries of those concerned did not fall too far behind outside rates, with the effects which paying substantially less than the rate for the job would have had on recruitment and retention at these levels and below. The recommended salaries were based on the circumstances of 1969 and do not take account of subsequent salary movements in the private sector.
