§ 103. Mr. Stallardasked the Secretary of State for the Environment if he is aware that property companies are using methods of harassment and intimidation to persuade families to leave the rent-controlled tenancies so that the homes can be sold at high prices; and if he will seek powers to increase the penalties for such offences.
§ Mr. Peter WalkerI have seen reports of attempts by property companies to induce controlled tenants to give up their tenancies. Any harassment or intimidation should of course be reported at once to the local authority for the area, which has power to prosecute for the harassment of tenants with intent to make them give up occupation. On the question whether the maximum penalties for this128W offence should be amended, I propose to ask the Francis Committee on the Rent Act to provide me with its advice as to the need to increase penalties. I am also increasing the publicity to inform tenants of their rights.
