asked the Chancellor of the Exchequer if he will now declare Monday, 28th December an additional Bank Holiday, in view of the fact that this date is to be a holiday for the Civil Service.

No. There has never been a Bank Holiday on Monday, 28th December, and I see no reason for one this year. Christmas holiday arrangements are a matter for the parties concerned, in the Civil Service as elsewhere.
