§ Dr. Gilbertasked the Secretary of State for the Home Department what instructions he has given either to the Tote Board or to the Horseracing Betting Levy Board with respect to the fixing by the Levy Board of this year's levy on the Tote Board; and if he will make a statement.
§ Mr. CarlisleOn 16th April, 1970, my right hon. Friend's predecessor determined the Horserace Totalisator Board's contribution to the Levy for the period 1st April, 1970 to 31st March, 1971 as being an amount equal to 1½ per cent. of the Tote Board's betting turnover during this period, reserving power, however, to reduce that amount in the event of a deficit. As appellate authority, my right hon. Friend is precluded from issuing any other instructions to either Board.
§ Dr. Gilbertasked the Secretary of State for the Home Department whether he will seek powers to give instructions to the Horserace Betting Levy Board with respect to the policy they shall adopt towards applications for renewal of permits from bookmakers who are in default on their levy payments to the Levy Board.
