asked the Secretary of State for the Environment whether he will consider introducing legislation to raise the maximum penalties on a conviction for the pollution of fresh-water rivers.

As my hon. Friend will be aware, the last administration began a review of the scale of penalties for all forms of pollution of the environment, including the pollution of fresh water. The Government are continuing it. No conclusion has yet been reached.
