§ Mr. PeytonHaving carefully considered the views of all interested parties, I have decided that there is a strong case for making passenger liability insurance compulsory. I recognise the particular problem involved in motor-cyclists and their passengers, and propose to invite insurers and the motorcycle interests to discuss this with me with a view to considering the terms of legislation. In principle, there seems a good case for exempting mopeds from any requirement for passenger insurance.
