§ 75. Mrs. Hartasked the Secretary of State for Foreign and Commonwealth Affairs if he will ensure that overseas aid is costed in real rather than cash terms, as is the case with all other public expenditure programmes.
§ Mr. WoodThe right hon. Lady will have noticed that the White Paper on public expenditure, Command 4515, expressed the overseas aid programme for the first time in constant prices net of capital repayments as well as in gross cash terms, so as to be comparable with other items.
§ Mr. Juddasked the Secretary of State for Foreign and Commonwealth Affairs whether he will make a statement on what proportion of the British overseas aid programme he expects to achieve by private investment.
§ Mr. WoodOnly official aid is included in the programme, but private investment in developing countries also contributes towards the U.N.C.T.A.D. target of 1 per cent. of G.N.P. We are examining how private investment can be encouraged.
