§ Mr. AlisonNo. Anyone aged 16 or over who would suffer financial hardship may apply for exemption. Fifteen year olds are dependants and any claim for them should be made by the head of the family. Where exemption cannot be claimed the prepayment certificate is available for those who need frequent prescriptions.
