asked the Secretary of State for Scotland what priority he now gives to social facilities in housing schemes, in the light of the Report by the Scottish Housing Advisory Committee, "Council House Communities, A Policy For Progress"; and whether he will re-assess the need for a community centre in Priesthill, Glasgow.

Mr. Ross:

Responsibility for providing social facilities generally, and for assessing the relative needs of different parts of their areas, rests with the education authorities and local authorities concerned, and in considering applications for borrowing consent for social facilities I have regard to an authority's own assessment of relative priorities. It is, therefore, for Glasgow Corporation to assess the need for a community centre in Priesthill in relation to the needs of other areas of the city, and I shall certainly consider any application it may make for borrowing consent for such a centre.

Under the scheme of capital grants to local voluntary youth organisations for facilities for young people I give priority to projects in areas, including housing schemes, where the need is greatest on social grounds.
