Mr. Arthur Lewis

asked the Secretary of State for Foreign and Commonwealth Affairs why he will not propose negotiations in London for the establishment by treaty of a Commonwealth European Market involving the countries of the Commonwealth, the European Economic Community and the European Free Trade Association; and whether he will make a statement.

Her Majesty's Government's policy is to seek full membership of the European Communities, a policy which has been fully debated in this House on numerous occasions.
