asked the Minister of Transport if he will give a general direction to the Railways Board to ensure that their manufacturing subsidiaries, engaged on the sale of goods to outside persons or companies, do not negotiate such contracts at a loss.

No. The Railways Board is already required by Section 134 of the Transport Act, 1968 to ensure that any subsidiary, when carrying on such activities, acts as if it were a company engaged in a commercial enterprise.
